Anti-LGBTQ+ Bill will return to Parliament for reconsideration - Alban Bagbin

The Speaker of Parliament, Alban Sumana Kingsford Bagbin, has disclosed that the Human Sexual Rights and Family Values Bill, commonly known as the anti-LGBTQ+ Bill, will return to Parliament for a second consideration at the next meeting of the House.

Speaking at the 2026 National Public Relations Summit in Koforidua, the Eastern Regional capital, Mr Bagbin said the Bill will be passed, stressing the need for consensus rather than partisanship in its consideration.

He explained that some errors had been identified in the Bill following what he described as a rushed process during its previous consideration.

“When the law was rushed through at the last minute at my back, I came out and said, no way. This Bill must go through as a consensus bill. We don't want partisanship in it. It is for everybody; it means a lot to Ghanaians,” he said.

Mr. Bagbin added that the identified errors will be addressed when the Bill returns to the House for further consideration.

The Speaker also highlighted the importance of public relations in promoting effective leadership, strengthening democratic governance and building public trust in state institutions.

He said leadership goes beyond the exercise of authority to include the ability to connect with citizens and help them understand the work and relevance of public institutions.

Mr. Bagbin noted that parliamentary processes can sometimes be complex, making public relations essential in simplifying information and improving public understanding of the work of Parliament.

He therefore urged public relations practitioners to play an active role in making parliamentary business more accessible to citizens and strengthening trust between democratic institutions and the public.

The three-day 2026 National Public Relations Summit has brought together practitioners and other stakeholders to discuss the relationship between public relations and leadership readiness.
